mod_cluster does not wait for requests to drain during shutdown or undeployment

Issue

• We use mod_cluster but we don't see mod_cluster properly waits for requests to drain during shutdown or undeploy. It sends a REMOVE-APP immediately after the STOP-APP although requests are still clearly in process.
