File jnp-service.url is locked on Windows and is causing problems with JBoss EAP

Issue

I'm trying to stop JBoss EAP and when running again I'm facing the following error:

ERROR [org.jboss.naming.NamingProviderURLWriter] (main) Cannot create a naming service URL file at file:/C:/JBoss/jboss-eap-5.1.2.GA-A/server/all/data/jnp-service.url
java.io.IOException: Access is denied
    at java.io.WinNTFileSystem.createFileExclusively(Native Method)
    at java.io.File.createNewFile(File.java:883)
    at org.jboss.naming.NamingProviderURLWriter.start(NamingProviderURLWriter.java:151)
