pluto doesn't bring up sourceip route when peer restarts

Issue

• When using openswan's pluto for a network-to-network IPsec tunnel, if pluto's connection peer restarts, the tunnel that is established afterwards does not allow network client traffic through (i.e. traffic from the local private interface to the other end's private interface).
