Jar files of webstart application get downloaded again after restart

Issue

• A webstart application deployed into JBoss EAP 6.1;

• If the EAP server is not restarted, jar files can be cached properly. If launching this application multiple times, the first attempt has jars downloaded and the later attempts don't download the jars (as expected).

• But if the server gets restarted, it will always re-downloads the jars even though there is no change to the application.
