Server boots into runlevel 1 instead of 3

Issue

• Our server rebooted overnight into single user mode.
• Intentionally rebooted this morning and once again booted into single user mode.
• Nothing in grub telling it start in that mode.
• From single user mode I was able to issue init 3 and got it to a usable state, but need to get the system to go to runlevel 3 by default on boot.
