Red Hat Satellite Capsule server stops responding with `AH03490: scoreboard is full, not at MaxRequestWorkers.Increase ServerLimit.` error in httpd logs

Issue

  • Capsule stops responding after a while with AH03490: scoreboard is full error.

  • Client hosts registered to the affected Capsule encounter timeout errors when running dnf:

  • Restarting Satellite services on the affected Capsule temporary resolves the issue for some time, then the issue re-occurs.

  • The following error is recurring in the httpd error log /var/log/httpd/error_log on the affected Capsule:

    [Tue Oct 28 08:53:05.964590 2025] [mpm_event:error] [pid 2052989:tid 140478153193792] AH03490: scoreboard is full, not at MaxRequestWorkers.Increase ServerLimit.
