Enforce password change at first login for all local users on RHEL

Issue

• Node fails to prompt users to change their password after the first login.
• The requirement is to ensure that newly created users must change their password immediately upon first login.
• Currently, when a new user account is created, even though the password is set manually, the system does not prompt for a password change after the first login.
