OpenShift cluster destroy fails with Swift container deletion error in RHOCP 4

Issue

When running openshift-install destroy cluster command, the cluster destruction process fails with errors similar to the following:

ERROR Deleting container "int-prod-image-registry" failed: Delete "https://cloud-storage.com/swift/v1/...": EOF
```
