High CPU activity on fapolicyd and slowness when building a project from sources or using IBM MQ product

When building a project from sources (such as the Linux kernel for example), fapolicyd consumes up to a full CPU and the project builds slowly (e.g. the project takes 4 times the expected time without having fapolicyd)
