Implementing ramping up load for newly started JBoss servers with mod_cluster

Issue

• We use a mod_cluster balancer and see imbalanced load temporarily when starting a new server. When the new server joins, it reports a high load factor with 0 requests routed to it so for a short duration, the balancer sends all requests to this new server and over loads it. Is there a way to start the new server with a smaller load factor temporarily?
