Unable to upgrade a managed HCP cluster
Issue
- The Multicluster Engine cannot upgrade the managed cluster when the Hypershift Addon is in use.
- Although the support matrix shows the new version as supported.

- Red Hat Advanced Cluster Management 2.13
- OpenShift Platform 4.16
- HyperShift Addon for MCE
