tuned profile is degraded after SNO reboot
Issue
When a SNO node with RAN profile enabled and many SriovNetworks, tuned profile is shown as degraded after reboot and this error is shown in the TuneD logs.
Message: TuneD daemon issued one or more error message(s) during profile application. TuneD stderr: ERROR tuned.utils.commands: Executing 'ethtool -l en01' error: netlink error: no device matches name (offset 24)
Environment
Red Hat OpenShift Container Plataform 4.16 and above.
Red Hat SRIOV operator
NOTE: This issue is reproduced mainly on Single Node OpenShift (SNO) deployments with RAN profile applied and usetLevelNetworking is enabled in PerformanceProfile, however may not be exclusive. Standard clusters with multiple nodes with the same PerformanceProfile and SRIOV installed may still have similar issues.
