Issue

During leapp upgrade of Red Hat Satellite from RHEL 8 to RHEL 9, the satellite-installer fails with the following error:

Execution of '/sbin/usermod -d /usr/share/foreman-proxy foreman-proxy' returned 8: usermod: user foreman-proxy is currently used by process 1766

Similar errors are observed for the pulp user:

Execution of '/sbin/usermod -d /var/lib/pulp pulp' returned 8: usermod: user pulp is currently used by process 1768
