AWS VMs failing to start sometimes, with error "Failed to start Set up policy routes for <interface_name>"
Issue
AWS VMs are sometimes unable to boot. They seem to be stuck in a loop trying to enable the network that ends with the following error:
Failed to start Set up policy routes for <interface_name>
