PTP UDPv4 not working on primary interface in RHOCP 4 with OVNKubernetes
Issue
- Cannot run PTP in OpenShift with OVKKubernetes.
- PTP not working after migrating to OVN.

br-exdoes not support hardware timestamping and so ptp4l fails.ptp4l[280308.840]: [ptp4l.0.config] interface 'br-ex' does not support requested timestamping mode
Environment
- Red Hat OpenShift Container Platform (RHOCP) 4
- PTP Ordinary Clock UDPv4.
