Disconnected Red Hat Satellite update fails with error 'cannot install the best update candidate'

Issue

  • Updating a disconnected Red Hat Satellite server(minor version update - Satellite 6.16.1 to 6.16.2 as an example) or patching the disconnected Satellite server fails with the below error.
Problem 1: cannot install the best update candidate for package gcc-8.5.0-22.el8_10.x86_64
-nothing provides libgcc >= 8.5.0-23.el8_10 needed by gcc-8.5.0-23.el8_10.x86_64 from rhel-8-for-x86_64-appstream-rpms
-nothing provides libgcc >= 8.5.0-23.el8_10 needed by gcc-8.5.0-23.el8_10.x86_64 from rhel-8-for-x86_64-appstream-rpms

Problem 2: package gcc-plugin-annobin-8.5.0-23.el8_10.x86_64 from rhel-8-for-x86_64-appstream requires gcc = 8.5.0-23.el8_10, but none of the providers can be installed
