OCP 4: ovnkube-node pods in crash-loop back off due to overlapping cidr 100.88.0.0/16

Issue

• Error messaging presented by ovnkube-node pods that are crashlooping (or similar)

ovnkube.go:136] illegal network configuration: transit switch subnet "100.88.0.0/16" overlaps cluster subnet "100.80.0.0/12"

• The custom transit switch is not defined in the ovnkube-config configmap, even after patching the cluster Network operator.
