[RHUI] CDS upgrade/reinstall fails with "Unable to restart service nginx".

Issue

• The upgrade/reinstall of CDS fails at Enable and start NginX service step:

# rhui-manager --noninteractive cds reinstall --hostname <cds_hostname>
