Conflicting titles for compliance rules: ip-whitelist & rate-limit
Issue
The compliance operator includes two rules: ocp4-route-ip-whitelist and ocp4-routes-rate-limit. It is observed that both have same title: Ensure that all Routes has rate limit enabled. This title is misleading in the compliance scan report.
