STIG: systemd kills all user processes on logout even when specifying "KillUserProcesses=no"

Issue

STIG enforces setting a non-infinite value for StopIdleSessionSec in /etc/systemd/logind.conf configuration file.
With this setting, even when having KillUserProcesses=no in the same file, all processes started by a user during a session get killed when the user gets logged out on timeout.
