Red Hat Insights Image Builder fails to upload images to Azure with 403 Forbidden error

Issue

• Red Hat Insights Image Builder fails to upload images to Azure with a 403 Forbidden error. The image build process terminates with the following exception:

creating a new storage account failed: sending the create storage account request failed: PUT https://management.azure.com/subscriptions/<subscription_id>/resourceGroups/<resource_group>/providers/Microsoft.Storage/storageAccounts/<storage_account_id>
