Red Hat Advanced Cluster Security fields to enable/disable management of network policies

Issue

• In the Red Hat Advanced Cluster Security installation, we found that it's generating/modifying NetworkPolicies for the Red Hat Advanced Cluster Security project in a way that is not be acceptable by our Security
  because they are too wide open. We are therefore looking for a way to harden/customize those to comply with our security requirements.
• Make Advanced Cluster Security default NetworkPolicies optional
• In large enterprise environments, NetworkPolicies need to be very restricted on OpenShift Container Platform 4. Given that there is always different demand, it's requested to make the creation of the default NetworkPolicy optional and allow turning-off the creation and reconcile for the NetworkPolicy.
