Persistent Volume attachment fail due to the Microsoft policy

Issue

• Unable to attach Persistent Volumes to pods using Azure disks where errors like the ones below are observed:

"Unable to attach or mount volumes for pod; skipping pod" err="unmounted volumes=[datadir], unattached volumes=[datadir], failed to process volumes=[]: timed out waiting for the condition"

"Error syncing pod, skipping" err="unmounted volumes=[datadir], unattached volumes=[datadir], failed to process volumes=[]: timed out waiting for the condition"
