Network interfaces flapping in RHOCP node when applying labels

Issue

• Network interface is flapping on RHOCP nodes when applying labels to the node.
• The affected network interfaces is part of the bond and configured using NMSTATE operator.
• The bond is also being used as part of the linux bridge configured using NMSTATE operator.
