In RHEL9, network connection is lost whenever user logs out due to incorrect nmcli permission settings

Issue

• "I have run into a very strange problem where my network connections die as soon as I logout of the system. The network connection comes back when I login."
• The network connection dies whenever the user logs out, but the user is expecting the connection to be present even when logged out.
