Node conflicts with cgroup version when additional custom machine config for cgroup configuration is applied in RHOCP 4
Issue
Nodes in NotReady state after a newly created machine-config contains cgroup version kernel arguments conflicting with the default cgroup version kernel arguments present on nodes.
