[cephadm] ceph daemons are going into error state when its stopped.

Issue

• Why ceph orch ps shows the daemons are in error state after stopping standby mgr / ceph-exporter / node-exporter services manually?
• ceph-exporter and node-exporter daemons are going into error state when its stopped using ceph orch daemon stop command.
