vhost threads are not pinned on RHEL9 based KVM hypervisors, causing performance issues
Issue
- KVM vhost processed are not pinned to the CPUs as configured in emulatorpin.
- After upgrading to RHEL9, Virtual Machines that require pinning have intermittent performance issues.
