OLM is not initiating upgrade for OpenShift Virtualization in disconnected cluster

Issue

  • New version of HCO Operator catalog was mirrored to the mirrored registry and a new CatalogSource was created for this mirrored catalog.
  • Then the HCO subscription source was changed to use this new CatalogSource. However, the OLM is not initiating the upgrade and the OpenShift Virtualization Upgrade status is showing Up to date.

Environment

  • Red Hat OpenShift Container Platform (RHOCP) 4.x
    • OpenShift Virtualization.
