Starting cluster fails with "Error: unable to get crm_config Could not connect to the CIB: Transport endpoint is not connected Init failed, could not perform requested operations"

Issue

Unable to start cluster . Any pcs commands shows error as below :

Error: unable to get crm_config
Could not connect to the CIB: Transport endpoint is not connected
Init failed, could not perform requested operations

Error: error running crm_mon, is pacemaker running?
  Not connected
  error: Could not connect to launcher: Connection refused
  crm_mon: Connection to cluster failed: Connection refused
