In RHEL 5.9 rsync files with asian characters show up obfuscated on destination

Issue

When using cp, scp, or rsync to send files from RHEL 5 to a NetApp Filer mount, filenames with Asian characters in them may become mangled.

The source files appear like this on the client:

未命名-xxxxxxxxxx.jpg

...and show up like this on the destination:

?--------- ? ?   ?       ?            ? æ??è?·-xxxxxxxxxxxxxxxx.jpg
?--------- ? ?   ?       ?            ? æ??è?·1-xxxxxxxxxxxxxxx.PNG

If the files are copied to a local filesystem, they will again display Asian characters without appearing to be mangled.
