The cipher AES256-GCM-SHA384(0x009d) is not enabled by default in FIPS mode.
Issue
- Curl can not access a web site if it's using cipher AES256-GCM-SHA384(0x009d) on a FIPS enabled system. However, the same web site can be accessed if the system disables the FIPS.
