[RHOCP 4] 'timeout tunnel' annotation in Ingress route does not get honored when timeout is set more than '60m'

Issue

Ingress specific routeannotation haproxy.router.openshift.io/timeout-tunnel having value greater than 60m for edge termination does not get honored. However if timeout tunnel is set to less than 60m, it gets honored.
