Log level is not matching from highest to lowest severity in RHOCP 4

Issue

• The collectors have not the log severity sorted for maching the highest severity first
• The log level is not matching the highest severity first
• After reviewing and understanding the article "How is the log level defined by the collector in RHOCP 4?" is found that sometimes it's not matching the highest log level
