RHEL tzdata-2023c leap second data valid until June 28th 2024

Issue

The leap seconds data that shipped with tzdata-2023c in all supported versions of RHEL is accurate until June 28th 2024 but is marked to expire on December 28, 2023. The leap seconds list is accurate as no new leap seconds have been recorded since tzdata-2023c was released. Per IERS bulletin C66 https://datacenter.iers.org/data/html/bulletinc-066.html no new leap seconds are planned between now and June 28th 2024. It is expected that some customer applications may log warnings about the expiry date but should continue to operate as expected.
