MetalLB Operator cannot be upgraded from previous versions to the latest version.

MetalLB Operator's status will be displayed as
Catalogue source Not Foundon the Installed operators page. -
The MetalLB operator's ClusterServiceVersion Yaml contains the error message
being replaced by csv: metallb-operator.4.11.0.
