SSH connection fails when use CirrOS (version < 0.6.0) on OpenStack

Issue

• The below error message showed up when trying to connect CirrOS instance with debug option

sign_and_send_pubkey: signing failed for RSA

• SSH key authentication fails when using CirrOS image that the version is older than 0.6.0
