UEFI system cannot boot on "anssi_bcp28_high" profile

Issue

After installing Red Hat Enterprise Linux 9.2 with the Anaconda installer on a UEFI system choosing the security profile ANSSI BP28 (high), the system falls to the emergency shell after the reboot with the following error:
