When adding local user it fails referring to subordinate IDs
Issue
- When creating a local user it fails with the following error:
adduser: Can't get unique subordinate UID range
adduser: can't create subordinate user IDs
Environment
- Red Hat Enterprise Linux 8
- Red Hat Enterprise Linux 7
