RHEL 7.x rsyslog. BUG???

OS: Red Hat Enterprise Linux Server Release 7.9 (Maipo)

kern.* /var/log/kenr.log settings are registered twice daily at irregular times in the /etc/rsyslog.conf and /etc/logrotate.d/syslog files. Since I do not use kern.log, I every day connect to the server, delete the settings directly, and restart the daemon.

libasm
libatamptl
Related logs were found around the same time. Could it be related?

thank youe symptom occurs on all Redhat-based systems, including Redhat, but does not occur on Debian-based systems.

I looked for the reason, but couldn't find it.

Is there anyone who can help me? Or would you please share some tracking techniques...
