[Errno 1] Operation not permitted: '/etc/pki/entitlement/[file].pem'

Issue

When performing # yum update or # yum check-update, receive the following errors:

- [|] Error trying to read from 'https://cdn.redhat.com/content....pem'
- Permission to access 'https://cdn.redhat.com/content/....pem' denied.

In rhsm.log observe:

$ grep -i operation var/log/rhsm/rhsm.log
