Incorrect Upstream URL causes error in EPEL Repo sync
Issue
After creating an EPEL repository and initiating a sync, the repository sync task for the EPEL repository in the Web UI reports:
'utf-8' codec can't decode byte 0xed in position 0: invalid continuation byte
