The hammer ping fails with 500 Internal Server Error for pulp3 service in Red Hat Satellite 6

Issue

• The hammer ping on Red Hat Satellite 6 fails with below error:

  pulp3:
     Status:          FAIL
     Server Response: Message: 500 Internal Server Error
  pulp3_content:
     Status:          FAIL
     Server Response: Message: 500 Internal Server Error
  

• Executing satellite-installer command fails with below error in /var/log/foreman-installer/satellite.log for pulpcore-manager migrate step:

  [ERROR ] [configure] 'pulpcore-manager migrate --noinput' returned 1 instead of one of [0]
  [ERROR ] [configure] /Stage[main]/Pulpcore::Database/Pulpcore::Admin[migrate --noinput]/Exec[pulpcore-manager migrate --noinput]/returns: change from 'notrun' to ['0'] failed: 'pulpcore-manager migrate --noinput' returned 1 instead of one of [0]
