OpenShift 4 upgrade stuck waiting on network operator
Issue
- An OpenShift upgrade to 4.12 or 4.13 is not progressing with the Cluster Version Operator (CVO) reporting that it is waiting for the Cluster Network Operator (CNO) to update:
waiting on network. - Cluster Network Operator shows as available and not progressing.

cluster-version-operatorpod:ClusterOperator network is not setting the 'operator' version
