jms.redeliveryPolicy.maximumRedeliveries of OpenWire clients not respected

Issue

When using an Openwire client (activemq-client 5.11.0.redhat-621090) with jms.redeliveryPolicy.maximumRedeliveries=15 specified on the connection, a message goes to the associated DLQ after 10 delivery attempts have failed. This number corresponds to the number of delivery attempts defined by default on the broker.
So it seems the value specified by the client is not honored anymore.
