Why LOC interrupts are observed even when system is booted with isolcpus and nohz_full parameters?

1k local_timer interrupts per second observed with isolcpus and nohz_full specified in the kernel command line.

Following warning is reported in the dmesg:
Housekeeping: nohz_full= must match isolcpus=
