Sync of community repository on Private Automation Hub fails with error "duplicate key value violates unique constraint \"unique_is_highest\".

When attempting to sync the Community repository in the Private Automation Hub after upgrading to AAP 2.4, the following error occurs:
duplicate key value violates unique constraint \"unique_is_highest\"\nDETAIL: Key (collection_id, is_highest)= (pulp_id, t) already exists.\n"
