[RHOCP 4] Istio-CNI Pods does not gets deleted when last SMCP is removed

Issue

  • Istio-CNI Daemonset does not get deleted when the last SMCP is removed or upgraded.
  • After removing ServiceMeshControlPlane the istio-cni pods do not get deleted.
