Not being able to create projects with "Source Control Type" as "Manual" in the Ansible Automation Platform 2.3

Issue

• When trying to create a new Project by selecting Manual as the option for a Source Control Type, after properly creating the directory and playbook inside the path /var/lib/awx/projects, the playbooks are not available in the GUI of the Automation Controller when clicking the Playbook Directory drop-down list.

• The following warning message is showing up:

  There are no available playbook directories in /var/lib/awx/projects. Either that directory is empty, or all of the contents are already assigned to other projects. Create a new directory there and make sure the playbook files can be read by the "awx" system user, or have Ansible Automation Platform directly retrieve your playbooks from source control using the Source Control Type option above.
