How to enforce SSL within a broker cluster while allowing clients to connect with or without SSL

Issue

We have a scenario where we want to enforce SSL communication between our clustered brokers, while allowing select clients to connect to non-SSL ports. The issue we are seeing is that if a failover event occurs, the plain clients get redirected to the SSL ports for the brokers and are unable to reconnect. How can we fix this to allow for a combination of SSL and non-SSL communication?
